Topic:  HERO Home Energy Renovation Opportunity and the Missouri Clean Energy District's PACE Program


What is PACE Financing?   

Property Assessed Clean Energy (PACE) is the fastest growing financing option for clean energy upgrades in the country. It starts with a government policy that classifies clean energy upgrades to properties as a permanent public benefit - much like a new sewer, water line, or road. These upgrades can be financed with no money down and allows 100% of hard and soft costs to be funded by private capital then repaid as a benefit assessment on the property tax bill over long term (over 20 years). The assessment may be transferred upon sale and can be passed through to tenants where appropriate. It's easy to see why building owners across the country are choosing PACE.

The Missouri Clean Energy District (MCED), a political subdivision of the State, and State Legislators approved the HERO (Home Energy Renovation Opportunity) program, which is MCED's PACE financing brand.  Greenworks Lending and Renovate America have helped introduce PACE in several states, as a method to help facilitate energy independence for residents and privately owned businesses.  They are delighted with the level of excitement regarding the HERO program, as a means to develop energy savings within municipalities and for property owners throughout the state. 

What began - and continues - with extensive product training, awareness raising, and registering of contractors and project developers, has led to a growing pipeline of projects.  Proposed projects being evaluated, underwritten and nearing execution include a variety of residential upgrades, building types from multi-family retrofits to retail centers and class A offices. Accordingly, energy improvements range from solar to energy efficient HVAC systems, as well as, several multi-measure projects.
